Promoting respect for IHL during times of conflict requires its dissemination and awareness-raising during peacetime. To this end, the ICRC works closely with the Iranian National Committee on Humanitarian Law (NCHL), the Iranian Red Crescent Society (IRCS), the Ministry of Foreign Affairs (MFA), and other relevant bodies in the Islamic Republic of Iran to better promote IHL.

The ICRC supports the efforts of national authorities, academia, and media professionals in Iran to raise awareness and understanding of IHL. This includes organizing workshops, conferences, roundtables, and training sessions. The ICRC also facilitates the participation of Iranian experts and officials in regional and international events focused on IHL promotion and implementation. Additionally, the ICRC translates and publishes books and articles in the field of IHL to disseminate this knowledge more widely. The ICRC’s specialized IHL library serves as a valuable resource for students and researchers in humanitarian law.

In 2024, the ICRC:

  • Co-organized the 11th National Henry Dunant Memorial Moot Court Competition in collaboration with NCHL. The event brought together experts and practitioners in International Humanitarian Law and provided eight participating teams with an opportunity to apply their knowledge in a practical setting.
  • Translated several key IHL books into Farsi, with the support of the NCHL including Updated Commentary on the First Geneva Convention and IHL: A Comprehensive Introduction, among others.
  • Facilitated the participation of Iranian officials in various regional and international workshops and conferences on IHL-related themes.
  • Conducted multiple IHL dissemination sessions with national partners to further raise awareness among relevant audiences.
